स्विस बैंक में जिन भारतीयों ने काला धन रखा है, खुद ही हो जायेंगे बेनकाब, जानें कैसे!

नई दिल्ली: भारत में काला धन एक बहुत बड़ी समस्या बनी हुई है। काला धन पर लगाम लगाने के लिए प्रधानमंत्री मोदी की नोटबंदी की योजना केवल भारत में रखे काले धन पर लगाम लगा पाई है। जबकि जिन लोगों ने स्विस बैंकों में कला धन रखा है, उन पर कोई लगाम नहीं लगा पायी है। अब खबर आ रही है कि जिन भारतीयों ने स्विस बैंकों में पैसा रखा है, वह खुद-ब-खुद बेनकाब हो जायेंगे।

अब से उनके बैंक अकाउंट की सारी डिटेल तुरंत सरकार तक पहुंच जाएगी। अब स्विट्जरलैंड इस बात के लिए तैयार हो गया है कि उसके यहां जिन लोगों का काला धन या संदिग्ध खाता है, उसके बारे में जानकारी देगा। स्विट्ज़रलैंड ने 40 ऐसे देशों को सूचना देने का वादा किया है। इन देशों को गोपनीयता और सुरक्षा के कड़े नियमों का पालन करना होगा। स्विट्जरलैंड की संघीय परिषद् ने टैक्स सम्बन्धी सूचनाओं के स्वतः आदान-प्रदान पर वैश्विक संधि के प्रस्ताव पर मुहर लगा दी है।

स्विट्जरलैंड की सरकार ने 2018 से सम्बंधित सूचनाओं के साथ काम शुरू करने का निर्णय लिया है। इस हिसाब से काले धन से सम्बंधित आंकड़ों का आदान-प्रदान 2019 से शुरू किया जायेगा। जल्दी ही भारत को इसके बारे में जानकारी दे दी जाएगी कि सूचना किस दिन से प्रदान की जाएगी। अब इसके लिए स्विट्जरलैंड में किसी तरह का जनमत संग्रह नहीं करवाया जायेगा।

स्विट्जरलैंड ने जिस बहुपक्षीय ऑटोमैटिक एक्सचेंज ऑफ इनफार्मेशन सिस्टम को मजबूत किया है, वह भारत के प्रयासों का ही नतीजा है। इससे विदेश के रास्ते काले धन को सफेद करने और मनी लांड्रिंग जैसे कृत्यों पर अंकुश लगाया जा सकेगा। अब उम्मीद है कि भारत सरकार को काला धन रखने वालों के बारे में पूरी जानकारी मिल जाएगी। इसके बाद सरकार काला धन रखने वालों पर कड़ी कार्रवाई करने में कामयाबी पा सकती है।
